대구ㆍ경북 광역단체장의 리더십: 기업가 혹은 정치가?

Leadership of the Daegu Metropolitan City Mayor and the Gyungbuk Provincial Governor: an Entrepreneur"s or a Politician"s?

&nbsp;&nbsp;21세기는 지세화(地世化: Locbalization)의 시대다. 1990년대가 ‘사고는 세계적으로, 행동은 지방적으로’(Think Globally. Act Locally)라는 구호의 세방화(Glocalization) 시대였다면, 현재는 ‘지방의 행동이 세계를 움직이는’(Local action moves the World) 지세화의 시대로 지방분권과 지방자치의 확대는 세계적 흐름이다. 1995년의 민선단체장 선출 이후 10년을 지나면서 지방자치는 우리의 제도와 문화 속에 나름대로 뿌리를 내리고 있다. 하지만 아직 지방자치의 수준은 지방과 주민이 주체로서의 권리를 행사하는 정도로까지는 발전하지 못하고 있다. 행정문권, 재정분권, 자치입법권의 측면에서 지방분권은 아직도 갈 길이 멀고, 지방의 자치역랑도 미약한 수준에 머무르고 있다. 하지만 가장 큰 문제는 지방자치에 대한 일반주민의 관심과 참여가 미흡하다는 것이다. 이는 주민자치라는 지방자치의 정치적 측면에, 구호로는 외쳤을지 몰라도, 실질적으론 큰 관심을 보이지 않았기 때문이다. 지방자치는 행정이고 경영이기도 하지만 더 중요하게는 정치다. 지방자치의 정치성이 부정되는 상황에서 실질적인 주민참여는 이루어지기 어렵다. 지방정치의 활성화를 위해서는 지방수준의 정당 설립이 필요하다. 정당을 통한 이익의 집약과 표출은, 지방정부의 전체 주민에 대한 책임성, 반응성 및 대표성을 보장하는 데 일정한 한계가 있을 수밖에 없는, 지역 거버넌스(governance) 구축 및 풀뿌리 주민자치운동에 의한 주민자치를 보완할 수 있다.<BR>&nbsp;&nbsp;다가오는 5.31 지방선거에서 어떤 인물이 대구ㆍ경북의 광역자치단체장으로 선출되느냐에 따라 대구ㆍ경북의 지역발전은 물론 지방자치의 정착ㆍ발전이 크게 달라질 수 있다. 침체된 지역경제를 생각하면 단체장의 기업자적 역할이 매우 중요하지만, 이 역할을 제대로 수행하기 위해서는 지역주민의 요구를 수렴하고 주민을 설득하는 정치적 능력과 지방공무원이 맡은 바 잭임을 수행할 수 있도록 하는 행정적 능력이 뒷받침되어야 한다. 앞으로 지방문권의 확대로 인해 지방정부가 더 많은 자원과 권한을 가지게 되면 단체장의 정치적 역할이 지금보다 중요해질 것이며, 이 중에서도 중앙정부에서 더 많은 예산을 따오는 능력보다는 주민들의 이해 대립 및 소속 자치단체들 사이의 갈등을 해결할 수 있는 통합과 조정의 능력이 중요하게 부각될 것이다.<BR>&nbsp;&nbsp;광역단체장 후보는 대구ㆍ경북의 미래비전, 그 구체적 실천계획, 그리고 시정 혹은 도정 운영의 원칙과 철학을 담은 ‘매니페스토’(manifesto)를 통하여 자신의 리더십을 증명해야 한다. 이 매니페스토에는 지역경제발전의 비전과 전략, 대구ㆍ경북의 경제협력 및 통합의 방향, 부문별 예산배정의 우선순위와 비중, 지역 내부 민주화의 증진 방안, 그리고 지방분권의 철학과 방향 등을 가능한 한 ‘스마트’(SMART)하게 제시해야 한다. 유권자는 후보자의 경력과 업적, 그리고 매니페스토를 바탕으로 민주성과 효율성의 조화를 지향하는 인물을 대구ㆍ경북의 리더로 선출해야 할 것이다.

&nbsp;&nbsp;Another local election is due on May 31. What kind of candidates should we elect as the heads of upper-level local governments in Daegu and Gyungbuk on that historic day? Effective leadership, among other things, requires the leader to have a clear vision for the future to the attainment of which he should mobilize his followers and the available resources. The paper argues that the vision of the heads of upper-level local governments should put more emphasis on the hitherto neglected political aspects of the local autonomy. Given the worsening economic conditions of the Daegu-Gyungbuk area, the entrepreneurial role of the heads of local governments in bolstering the economy should be duly emphasized. However, a local leader cannot fulfill his entrepreneurial role without the political ability to aggregate the demands of the local people and to persuade them to follow his leadership as well as the administrative ability to give proper incentives to the local civic servants so that they can discharge their duties adequately. Moreover, as the local governments acquire more power and resources as the result of the ongoing decentralization policy, the political role of allocating resources to different purposes and resolving conflicts among local citizens and among lower-level local governments will become more important. The paper also urges that the candidates should put their visions in their &quot;Election Manifestos&quot; in the form of specific and measurable pledges which include budgets, timetables, and priorities for the achievement of the various goals. The paper lists several things such as a vision for local democracy to be included in the Manifesto of each candidate so that voters can make informed choices.
