우리나라 지역 NGO의 역할과 기능에 대한 再考

Rethinking Korean Local NGO"s Role and Function

  조직화 되지 못한 주민들을 조직화하고 그들의 역할과 기능을 이끌어 내는 것이 바로 주민들의 입장과 이익을 대변하는 것을 기본적인 기능과 역할로 삼고 있는 NGO이다. 아다. 즉 NGO는 조직화 되지 않은 주민들이 가지는 미약한 힘과 의견을 모으고 주민들에게 계몽 가적 역할을 통하여 주민들의 의견을 정책에 반영시키고 국가발전 및 지역발전에 공헌할 수 있는 역할을 수행할 수 있다고 본다. 우리나라의 경우 지방자치제 실시 이후 지역 NGO의 기능과 역할이 어떤가에 따라서 자치제 실현을 통한 지역발전의 방향에 커다란 영항을 미칠 수 있다고 볼 수 있다. 그리고 지역의 균형발전과 자치제 본래의 의미를 제대로 실현시켜 나갈 수 있게 하기 위해서는 정부만이 아닌 지역사회의 전 구성원들이 함께 하는 활동이 필요한데, 그 중심에 NGO가 존재하고 있다. 따라서 지역 NGO의 새로운 역할과 기능을 새롭게 정립할 필요가 있다.

  NGO"s basic role and function that represents citizens and their interests is to organize unorganized citizen group and extract their role and ability. In other words, NGO takes a role of getting together unorganized citizens" weak power, their opinion and enlightener for the people. After getting self-governance system since 1992, regional development does have affection of local NGO"s role and function in terms of how it works. For making balanced regional development and developing self-governance system, it needs that not only government but also the acting factors of the region should put together their activities. For that, NGO should have an important role and be put in the middle of the regional actors. Therefore, we need to rethink and reset a new role and function of local NGO.
