신활력사업의 계획적 특성과 효율적 추진방안 - 청도군ㆍ성주군ㆍ문경시를 사례로

Planning Characteristics and Efficient Implementation of New Re-vitalization Projects with reference to Cheong-do and Seung-ju Counties and Mungyeong City

&nbsp;&nbsp;본 연구는 경상북도의 신활력사업 대상지 중 향토자원을 중심테마로 추진하고 있는 청도군, 성주군, 그리고 문경시를 사례지역으로 선정하여, 이들 신활력사업의 계획적 특성과 효율적 추진방안을 모색하는데 있다. 신활력사업은 지역혁신주체들이 지역특성에 맞는 발전전략을 수립하여 지역의 활력을 찾는데 있다. 행정자치부는 경제수준과 조건을 평가하여 70개의 해당 시군을 선정하였고, 신활력사업의 유형은 향토자원개발, 지역문화관광, 지역 이미지마케팅, 생명건강산업, 교육ㆍ인재양성, 그리고 해양수산자원개발로 구분된다.<BR>&nbsp;&nbsp;청도군, 성주군, 문경시의 사례연구를 통해 도출된 계획적 특성과 과제는 다음과 같다. ① 신활력사업은 해당 지역의 여건을 고려한 상향적 접근방식으로 수립되었고, ② 신활력사업의 테마선정은 경쟁력을 갖추고 있는 지역자원을 중심으로 하고 있으며, ③ 신활력사업은 선정된 테마자원의 가치사슬을 연계하여, 산업클러스터 구축을 지향하고 있다. ④ 신활력사업은 기존의 지역개발사업과는 달리 소프트웨어 사업 중심으로 계획되어 있고, ⑤ 신활력사업의 수립과정에서 지역주민을 비롯한 관계기관의 의견수렴을 하였으나, ⑥ 신활력사업의 기대효과와 추진체계가 지역적 차별성을 갖고 있지 못한 것으로 평가된다.<BR>&nbsp;&nbsp;이러한 계획적 특성과 과제를 가지고 있는 신활력사업의 효율적 추진을 위해서 몇가지 방안을 제시하면 다음과 같다. ① 신활력사업추진과정에서 유연성 확보와 유사사업과의 연ㆍ통합성이 강화되어야 하고, ② 신활력사업의 추진을 위한 협력적 추진체계의 구축과 거버넌스 체계가 확립되어야 하며, ③ 사업추진의 과정관리와 평가시스템의 구축이 요구된다. ④ 또한 혁신주체의 능동적 참여와 혁신역량 강화가 필요하고, ⑤ 예산과 제도정비 등 정부지원이 강화되어야 할 것이다.

&nbsp;&nbsp;This research is a study of planning characteristics efficient implementation of New re-vitalization Projects with reference to Cheong-do and Seung-ju Counties and Mungyeong City.<BR>&nbsp;&nbsp;The principal aim of the New Re-vitalization Projects program is to enhance specialized industries. In 2004, the Ministry of Public Administration and Local Autonomy designated 70 regions as targets for participation in this program. The areas included cities and counties and were selected based on an evaluation of economic levels and conditions. Some of the projects are directed toward indigenous resource development, local culture and tourism, regional marketing, bio-health industries, education and human development, and fishing and sea-related resource development.<BR>&nbsp;&nbsp;From the results of the three case studies (Cheong-do, Seung-ju, Mungyeong), planning tasks and characteristics were determined. The planning process was carried out with a bottom-up approach. The selection of the main regional theme was on the basis of specialized regional resources. In order to enhance these projects, they were chosen on the basis of regional innovative cluster strategies. Formerly, most programs were hardware types, but the projects in this study are characterized as software types. Participation and consensus was sought from those who would benefit from the re-vitalization projects.<BR>&nbsp;&nbsp;On the basis of the planning characteristics and tasks, some suggestions for efficient implementation were derived from the results of the study. The projects should link to the implementation of related projects. Cooperative systems and governance need to be developed. Also, monitoring and evaluation systems need to be put into place as well.
