지방자치단체의 관광개발정책과정에 있어서 주민참여 활성화 방안

A Study on Method for Community Participation in Progress of Tourism Development Policy

&nbsp;&nbsp;관광개발정책이 중앙정부 주도의 양적 팽창과 외부 지향적 개발방식으로 진됨으로써, 지역주민의 요구가 제대로 반영되지 못하였을 뿐더러 오히려 지역적 특색과 여건을 무시한 획일적 관광개발정책으로 지역관광산업의 활성화를 저해하는 요인으로 작용하여 왔다. 이러한 정부의 일방적 관광개발정책추진은 지역주민을 의사결정과정에서 배제시킴으로써, 관광개발정책의 1차적 수혜자가 되어야 하는 지역주민에게 오히려 사회적 비용을 전가시킬 뿐만 아니라 지역주민과의 마찰로 인하여 엄청난 경제적 손실을 발생시키고 있다.<BR>&nbsp;&nbsp;이에 본 연구에서는 관광개발정책과정에 있어서 지역주민 참여를 토대로 정책의 실현가능성을 높이고, 한편으로는 정책성과를 극대화하기 위한 필수적 과정으로 주민참여를 인식 하고 이를 활성화하기 위한 방안을 모색해 보고자 한다. 이러한 연구결과는 관광개발정책에 대한 지역주민의 협력과 지지 확보, 나아가서 관광개발정책의 효율적 집행을 위한 전략수립 견지에서 그 유용성을 제공할 수 있을 것으로 사료된다.

&nbsp;&nbsp;Nowadays, motivating tourist industry has been recognized as a main policy to develop local economy to Korean local governments, since been known their social, cultural and economical effects. Most of tourism policies are based on the local society. That&quot;s why residents are considered as the important persons interested of tourist policies. Therefore, public opinions and interests of residents means a lot to local tourist policies. Recently, Local governments are trying to earn participation of residents for tourist policies, but still it&quot;s very rare and hard to get their participation in making a government&quot;s decision. The main reason of this problem has been pointed that there is no easy way to take part in that decision for residents.<BR>&nbsp;&nbsp;This study, based on this problem, is to grip first, how many residents know the importance of participation in making tourist policies, second, the effects of their participation, third, what kind of social, cultural and economical effects occur from that. And fourth, this study tries to grip how many local public servants are recognizing the importance of residents&quot; participation and want to organize their recognition about it. In addition, this study expects that the result of this research can contribute to lead more efficient and broad participation of residents for tourist development policy decision. And this study hopes that this research could make a chance to organize and institutionalize the method of motivating participation of residents for each local government and central government through all sorts of ordinances and by laws.
