교원양성기관 평가인정제의 성공적 시행을 위한 정책적 방향

Political Suggestions for the Successful Implementation of the Accreditation System on Teacher Education Institutes

  이 연구는 최근 교육인적자원부가 교원양성체제를 개선하기 위해 2009년부터 도입할 예정인 교원양성기관 평가인정제를 성공적으로 시행하기 위한 정책적 방향에 대해 논의한 것이다. 여기서 교원양성기관 평가인정제란 ‘교원양성기관의 질 보장 및 질 개선을 위해 해당 교육기관이 일정한 기준을 충족시키고 있는지 여부를 공적으로 확인하는 제도’ 라고 할 수 있다. 이 연구에서는 현재 우리나라 교원양성체제의 문제점으로 크게 두 가지, 즉 ① 교원의 수급 불균형과 ② 교원양성기관의 질 관리 미흡을 지적하고, 그에 대한 근거 자료를 구체적으로 제시하였다. 특히 교원양성기관 수가 너무 많고 교사자격증 소지자가 지나치게 많이 배출되고 있을 뿐만 아니라, 교원양성기관의 교육과정이 매우 부실하게 운영되고 있음을 지적하였다. 이러한 교원양성체제의 문제점을 해결하기 위해 교원양성기관에 대한 평가인정제를 도입하고자 하는 교육부의 정책은 매우 적절한 것이나, 이 정책을 성공적으로 시행하기 위해서는 법제화를 서둘러야 한다는 것과 평가인정기구의 구성 및 운영에 대한 구체적인 청사진을 제시해야 한다는 것 등을 정책적 방향으로 제안하였다.

  The purpose of this study is to provide some political suggestions for the successful implementation of the accreditation system on teacher education institutes, which may be implemented for improving teacher education system from year 2009 by the Ministry of Education and Human Resources Development in Korea. There were two serious problems in our teacher education system. The one was the wide gab between supply and demand of initial teachers, and the other was the inadequacy of quality management for teacher education institutes. In order to solve these problems, the accreditation system on teacher education institutes should be implemented as soon as possible. For its successful implementation, some political suggestions was discussed, such as the administrative organization should have the authority to accredit with legal status, the detailed regulations and standards for implementation should be prepared, and etc.
