국제VMI활성화를 위한 인천공항 자유무역지역 개선방안에 관한 연구

A Study on the Effective Development of the Incheon FTZ for VMI Improvement

&nbsp;&nbsp;최근에 SCM을 실현시키기 위한 구체적인 전략으로 국제VMI(Vendor Managed Inventory)가 유럽과 중국, 일본 등에서 많이 활용되고 있다. 반면 인천국제공항 FTZ 내 공항물류단지의 경우, 2007년 6월 현재 약 65% 입주율(10개사)를 보이고 있지만, 실제 보관율은 매우 저조( 20%이하)하여 기대이상의 물류성과는 내지 못하고 있는 실정이다.<BR>&nbsp;&nbsp;따라서 인천공항 FTZ를 활성화시키기 위한 방안으로 국제VMI를 적극 도입하여 공항물류단지 내의 물류 효율화와 Door to Door 서비스를 실현하고 FTZ 기능을 Upgrade 시키는 계기를 마련해야 할 것이다.<BR>&nbsp;&nbsp;본 연구는 첫째, 인천공항FTZ의 경쟁력과 화물관리 운영절차를 살펴보았다. 둘째, 외국 국제VMI 활용 형태와 사례를 통해 국제 VMI 활성화의 필요성과 전제조건을 파악하였다. 셋째, 국내법령(상법, 관세법, 국세기본법, 부가가치세법)상의 개선방안과 관리 및 운영상의 개선방안을 세부적으로 제안하였다.

&nbsp;&nbsp;Recently, international VMI is used much by specific strategy that is fulfiled SCM in Europe and China, Japan.<BR>&nbsp;&nbsp;Incheon International airport FTZ&quot;s airport physical distribution base is shown about 65% occupancy(10 company) by June, 2007.<BR>&nbsp;&nbsp;But, physical distribution result is not taking lowering by storage rate unpreparedness (below 20%).<BR>&nbsp;&nbsp;Therefore, introduces actively and activates international VMI to Incheon international airport FTZ and may have to realize physical distribution efficiency of airport physical distribution base and Door to Door service. Also, will have to ready meter that do FTZ function to do Upgrade.<BR>&nbsp;&nbsp;In this study, first, examined Incheon international airport FTZ&quot;s operation condition and cargo management process.<BR>&nbsp;&nbsp;Second, investigates abroad international VMI practical use form and example, and examined necessity of international VMI activation and precondition.<BR>&nbsp;&nbsp;Third, suggests improvement plan of domestic statute (commercial law, customs law, situation fundamental law, addend value tax law) and suggested improvement plan at FTZ&quot;s government official and operation.
