방위사업청의 협력업체 선정 개선방안에 관한 사례연구 - ‘A’기업과의 비교를 중심으로

A Case Study on the Improvement of Supplier Selection of DAPA(Defense Acquisition Program Administration)

  본 연구에서는 군수품의 효율적인 구매 조달을 위해 2006년 1월 1일부로 출범한 방위사업청의 협력업체 선정방안을 업무절차에 따라 분석해 보고, 동시에 협력업체 활용 비율이 높은 국내 대형 전자산업 업체인 ‘A’기업의 협력업체 선정방안과 비교분석하여 문제점을 도출하고 개선안을 제시하였다. 협력업체 선정 방안의 구체적인 업무 흐름을 알아보기 위해, ‘A’기업의 경우 ‘신규협력업체 선정규칙’과 ‘협력업체 종합평가서’를 참고하였고, 방위사업청의 경우 ‘군수품 조달 관리 규정’과 ‘물품 적격심사 세부기준’을 참고 하였다. 협력업체 선정절차는 업무흐름에 따라 협력업체 선정발의 단계, 거래처의 요청서 접수 단계, 서류심사 및 조사팀의 구성단계, 업체심사 및 선정단계의 4단계로 나누어 비교분석하였다. 각 단계별로 방위사업청의 현행 협력업체 선정 방안의 문제점을 파악할 수 있었으며, ‘A’기업의 협력업체 선정방안과 비교하여 개선방안을 제시할 수 있었다. 본 연구는 방위사업청이 좀 더 건실하고 우수한 협력업체를 선정하고, 효율적인 구매활동을 하는데 많은 도움이 될 것으로 생각된다.

&nbsp;&nbsp;We analyzed the supplier selection and evaluation process of DAPA (Defense Acquisition Program Administration) newly established on January 1, 2006 for efficient purchase and procurement of munitions. We compared DAPA with a domestic major electronic company, ‘A’ based on the method of supplier selection and evaluation to draw current problems and suggest improvements.<BR>&nbsp;&nbsp;The ‘principles of selecting new suppliers’ and ‘general evaluation of suppliers’ of ‘A’ are compared with the ‘regulation of munitions procurement management’ and ‘detailed standards of goods conformity test’ of DAPA. Problems on the current method of supplier selection and evaluation of DAPA were investigated and thus improvements are proposed. This study can be a great help for DAPA to select much better suppliers to obtain procurement efficiency.
