기술지식의 유ㆍ출입이 R&D협력에 미치는 영향

Incoming Spillovers, Outgoing Spillovers and R&D Cooperation

&nbsp;&nbsp;이 논문에서는 과점적 특허 경쟁모형을 이용하여 기술지식의 파급이 기업들의 R&amp;D협력에 미치는 영향을 분석한다. 특히 기술지식 파급의 비대칭성을 명시적으로 고려함으로써 기술지식을 외부로 유출시키는 기업의 입장에서 기술지식의 외부유출이 공동 R&amp;D에 참여할 유인에 미치는 영향과 외부로부터 유입되는 기술지식을 수용하는 기업의 입장에서 기술지식의 내부유입이 공동 R&amp;D에 참여할 유인에 미치는 영향을 서로 분리하여 살펴본다.<BR>&nbsp;&nbsp;3개 기업으로 이루어진 과점시장에 대한 분석의 결과 기술지식의 외부유출과 내부유입이 R&amp;D협력에 미치는 영향은 각각 기술개발 성공확률에 따라 달라짐을 알 수 있다. 그렇지만 공동 R&amp;D를 통한 기술개발 성공확률이 아주 높더라도 기술지식의 외부유출로 인해 참여기업이 그 성과를 전유할 수 없다면 공동 R&amp;D에 참여할 유인이 오히려 줄어들 수 있다. 따라서 공동 R&amp;D의 성공 가능성이 매우 높은 경우에는 R&amp;D를 통하여 개발된 기술지식의 전유성을 높이기 위한 정책적인 고려가 필요하다. 한편 공동 R&amp;D의 기술개발 성공확률이 단독 R&amp;D의 경우에 비해 높을 때 외부로부터의 기술지식을 수용하는 기업의 입장에서는 흡수능력이 높을수록 공동 R&amp;D의 유인은 감소한다. 따라서 이 경우에도 공동 R&amp;D를 촉진하기 위해서는 개발된 기술의 전유성을 높일 수 있는 정책이 필요하다.

&nbsp;&nbsp;This paper investigates the effects of R&amp;D spillovers on R&amp;D cooperation between firms using a simple patent competition model. Noticing that there exists an asymmetry between incoming spillovers and outgoing spillovers, we explicitly consider the effect of the incoming spillovers with that of the outgoing spillovers in our analysis.<BR>&nbsp;&nbsp;The analytical result shows that the effect of each type of spillovers on R&amp;D cooperation depends on the probability of success in R&amp;D. In particular, each type of spillovers induces firms to avoid the R&amp;D strategy with a sufficiently high probability of success. Therefore, a policy measure to reduce the magnitude of R&amp;D spillovers to induce the firms to choose the type of R&amp;D with a higher probability of success.
