The purpose of this study is to examine the academic level differences between city and rural area students through an Internet Educational Broadcasting System(EBS) approach which focuses on increasing English listening ability and affective domains in elementary school. A preliminary test was conducted on 129 elementary school students for English listening ability and affective domains. The subjects for experimentation in Hamyang, Gyeongnam province group were 32 sixth grade elementary school students. Other comparison groups were conducted in Seoul, Daejon and Hamyang, to complete the 97 total for the study. In the second phase, the Hamyang group was instructed by the Internet Educational Broadcasting System for 16 weeks. In the third phase, a post test was conducted on the same 129 elementary school students for listening ability and affective domains were also checked for any changes after the 16 week instruction period. As a result, First, the English instruction using the Internet Educational Broadcasting System was effective in improving rural students" listening ability. Second, the English instruction using the Internet Educational Broadcasting System was also effective in improving rural students" interest, participation and self-confidence in the affective domains(p<.001). Third, the English instruction using the Internet Educational Broadcasting System was effective in improving enriched/ supplementary teaching. In conclusion, this study suggests that English instruction using the Internet Educational Broadcasting System is just one possible and effective method for improving listening ability and affective domains of English education. Above all, English instruction using the Internet Educational Broadcasting System is more effective to rural students and their level of listening ability.
