다시 생각해 본 성폭력 개입 프로그램 - 성폭력 가해자 교육 및 상담프로그램 구성을 위한 소고

Sexual Violence Intervention Program Reconsidered: Education and Counseling Program for Sexual Violence Offender

  최근 우리 사회에서 성폭력이 심각한 문제로 부각되고 있으며 대학 캠퍼스 내에서도 다양한 형태의 성관련 피해가 발생하고 있다. 최근의 성폭력은 가해자의 불특정성, 피해자와 가해자의 연소화 등 범죄의 예측과 예방이 점점 어려워지고 있다. 그동안 우리나라의 성폭력 관련 정책과 연구는 다분히 피해자 중심으로 이루어져 왔는데, 성폭력 문제의 예방과 재발 방지를 위해서는 가해자에 대한 개입이 무엇보다 중요하다고 할 수 있다. 따라서, 본 논문에서는 국내 성폭력 현황을 살펴보고 성폭력에 의한 피해를 새로운 방향에서 조명하고 성폭력 가해자 교육 및 상담프로그램이 지향해야 할 바를 제시하고자 하였다. 이를 위하여 성폭력 가해자 교육 및 상담프로그램의 개념 모형을 제시하고 이를 바탕으로 국내에서 시행되고 있는 성폭력 가해자 교육 프로그램을 분석하였다. 그 결과 효과적인 성폭력 가해자 교육 및 상담프로그램을 위해서는 우리 사회의 성폭력에 접근하는 인식의 변화, 성폭력 가해자 교육 및 상담 프로그램의 개선, 제도적 뒷받침 등이 필요함을 제안하였다.

  Sexual violence is becoming an object of social concern nowadays, and various forms of sexual wrongdoing are happening even on campus. It is getting hard to predict and to prevent sexual violence, for the trends of the crime are such that the offenders are unspecified and both victims and offenders are becoming younger. The policies and the researches on sexual violence have been mainly focused on victims. However, intervention to offenders is urgently needed to prevent sexual harassment problem and to protect second offense. This article reviews the trends of sexual violence, examines the extent of damage by sexual violence in other side, suggests the direction of educating and counseling program for sexual violence offenders. For this, the conceptual model for educating and counseling program for sexual violence offenders is presented and the existing education programs for sexual violence offenders is analyzed based on this conceptual model. In result, it is suggested that changing of consciousness for sexual violence, improving professionalism of the education contents, and systemic support from the society are needed for improve efficiency of educating and counseling program for sexual violence offenders.
