Recently the concept of consulting was proposed as an alternative to the existing instructional supervision which was found to have many drawbacks in its administrative process. Instructional consulting is contrasted with supervision in that teachers voluntarily request experts" help to develop their professionalism. The purpose of this paper is to develop a model of instructional consulting and to apply it to elementary school English teaching. With this purpose, forms such as request and agreement forms for consulting, class observation and consulting evaluation checklists were developed and applied. This paper reports on a case of consulting which contributed to a significant improvement in the client"s English teaching skill. To further develop instructional consulting and make the most out of it, many problems need to be solved: (1) the development of consultant training programs, (2) the establishment of a network of consultants, (3) creating a database of consulting cases, and (4) providing consultants with incentives.
