미국과 영국의 교장 양성 및 자격 프로그램 분석

A Study on the Principals" Certificate Program of America and England, and the Implications to Korea

&nbsp;&nbsp;본 연구는 미국과 영국의 교장 양성(자격) 과정을 분석해 봄으로써 한국 교장 자격 제도의 바람직한 개선 방향을 모색하는 데 그 목적이 있다.<BR>&nbsp;&nbsp;연구목적을 달성하기 위해, 우리나라와 달리 각 주마다 서로 다른 교장 양성 및 자격 프로그램을 실시하고 있는 미국의 사례와 우리나라와 유사하게 교장 자격을 국가에서 관리하고 있는 영국의 사례를 선정하여 분석하였다. 구체적으로, 미국의 경우, 비교적 큰 도시인 뉴욕주 콜롬비아 대학의 교장 양성프로그램(SPA)을 중심으로 캘리포니아주 UC-버클리 대학의 교장 양성 프로그램(PLI)을 비교하여 분석하였고, 영국은 영국국립교장연수원의 교장 자격 연수(NPQH)프로그램을 분석하였다.<BR>&nbsp;&nbsp;연구 결과, 다음과 같은 시사점을 도출하였다. 첫째, 학교장으로써 지녀야할 핵심 역량에 기반하여 교장 자격 연수 내용이 구성되어야 한다. 둘째, 현행 180시간의 교장 자격 연수 시간은 교장으로서의 전문성 함양과 내실 있는 교육과정운영을 어렵게 하는 요인으로 작용하고 있으므로, 연수 이수 시간 및 기간의 확대가 필요하다. 셋째, 인턴십 프로그램, 교육실습 등을 통해 연수 참여자들이 교장으로서의 역할 수행 및 리더십을 실제로 발휘해 볼 수 있는 기회가 제공되어야 한다. 넷째, 연수원 중심의 연수에서 연수원, 학교, 코칭팀이 유기적으로 협력하는 체제로 변화되어야 하며, 연수 과정에 현장의 전문가를 참여시킴으로써 현장의 노하우가 생생히 전달 될 수 있도록 해야 한다. 다섯째, 연수 대상자의 연수 참여로 인해 학교 경영 등 본연의 직무에 지장이 초래되지 않도록 연수 일정 및 교육과정이 조정되어야 한다.

&nbsp;&nbsp;The purpose of this study is to overview the principals&quot; certificate programs or courses of America and England and suggest some implications to Korean principals&quot; certificate system.<BR>&nbsp;&nbsp;The principal programs of Columbia and UC-Berkeley university in America, and NPQH program in England were analyzed to achieve the above research purpose.<BR>&nbsp;&nbsp;The results and implications to Korean system are as follows.<BR>&nbsp;&nbsp;Firstly, the curriculum of certificate program should be based on the core competency of principals.<BR>&nbsp;&nbsp;Secondly, the time and term of certificate program need to be enlarged.<BR>&nbsp;&nbsp;Thirdly, a variety of programs and opportunities should be given to foster leadership and roles of principal such as internship, practicum etc.<BR>&nbsp;&nbsp;Fourthly, principal certificate program need to be changed from institution centered to site or network-based program which collaborates with institution, schools and supporting groups.<BR>&nbsp;&nbsp;Lastly, the curriculum and schedule of certificate program need to be altered not to damage the participant&quot;s school administration.
