  이 연구는 골드워터(Barry Goldwater)와 레이건(Ronald Reagan)의 남벌전략을 소개하고 분석함으로써 남부의 정치적 변화를 공화당 소속 정치인의 선거전략적 측면에서 규명해보는 것을 주된 목적으로 한다. 남벌전략이란 남부 백인들의 민주당에 대한 지지를 약화시키고 이들을 공화당 지지자로 전환시키기 위한 전략을 의미한다. 골드워터에 의해 최초로 제시되었던 남벌전략은 흑인문제는 연방정부가 아니라 주정부의 관할권에 속한다고 주장하며 많은 남부 백인들의 지지를 확보하였다. 그러나 그의 남벌전략은 대선에서 공화당 후보들이 선전할 수 있는 발판을 마련하였음에도 불구하고 남부의 정당체계의 재편성을 성취하는 데는 실패하였고, 따라서 공화당은 남부의 의회선거에서 지속적으로 패배하였다. 레이건은 골드워터의 남벌전략을 한층 발전시켰는데 흑인문제를 보수적 가치와 이념 속에 완전히 융합시켜 광범위한 남부 백인들의 지지를 확보할 수 있었다. 레이건의 이와 같은 전략은 남부에서 정당 체계의 재편성을 일으킨 원동력이 되었다고 평가된다.

  The purpose of this study is to analyze political changes in the South with respect to Goldwater and Reagan’s southern strategy. This is a Republican electoral strategy designed for transforming the solid Democratic South into the Republican strongholds and, by so doing, dissolving the existing equilibrium, the New Deal coalition, In his southern strategy, Goldwater emphasized the race problems should be dealt by states and local governments, not by the federal government. This strategy appealed enormously to the segregationist South deserted by the national Democratic Party, Though his strategy was successful in driving the southern whites to vote for the Republican presidential candidates ever since the 1964 elections, it fell short of the partisan realignment in the South. Reagan evolved the strategy from advocating states’ rights to opposing the welfare system and fused the race problems completely with conservative ideology and values. His strategy appealed to a wider southern whites audiences thereby creating the partisan realignment in the South, which laid the foundation for the end of the majority status of the Democratic Party in the region.
