지가보조지수에 관한 연구

A Study on Land Supplementary Price Indexes

&nbsp;&nbsp;지가변동률은 국내 부동산관련 경제지표 중 토지에 관한 가장 대표적이고 유일한 정부 공식통계지표로서 부동산 관련정책에 폭넓게 활용되고 있다. 특히 정부에서 발표하는 부동산지표이기 때문에 그 공신력은 민간에서 생산되고 있는 여러 부동산지표보다 월등하며, 토지정책자료, 보상액 및 개발부담금 산정, 기타 연구자료 등 그 사용범위가 광범위하다.<BR>&nbsp;&nbsp;이러한 지가변동률 효율성 제고를 위해 본고에서는 현행 지가변동률 조사평가 체계에서 실제 지가변동과 지가지수간의 괴리가 발생하는 지수의 체감 문제점을 보완하기 위하여 새로운 보조지수 개발을 연구하였다. 지가보조지수로 일부 읍ㆍ면ㆍ동단위 지가지수, 토지거래량에 관계없이 가중치를 조정한 지가급등지수, 그리고 지가급등 및 토지 거래량을 동시에 고려한 거래빈도지수의 산정을 제안하였다.<BR>&nbsp;&nbsp;일부 읍ㆍ면ㆍ동단위 및 보조지수의 시뮬레이션 결과에서 시ㆍ군ㆍ구체제의 지가지수보다 일부 읍ㆍ면ㆍ동단위 지가지수, 지가급등지수, 그리고 거래빈도지수가 지가변동을 크게 반영하여 그 식별성이 매우 높은 것으로 나타났다. 이러한 일부 읍ㆍ면ㆍ동단위 지가지수, 지가급등지수, 그리고 거래빈도지수를 활용하여 정부는 정책의 신속성과 정확성을 제고할 수 있으며 이를 적극적으로 활용하여 정부의 다양한 부동산정책에 합리성 및 객관성을 부여할 수 있을 것으로 보인다.<BR>&nbsp;&nbsp;하지만 제안된 보조지수를 전면적으로 실시하기 위해서는 좀 더 다양한 지역과 방법을 통한 시뮬레이션을 실시하여 그 적정성을 확보할 필요가 있다. 따라서 본고에서는 지가보조지수에 대한 새로운 제안을 모색한 것이며, 좀 더 다양한 후속연구가 진행되어야 할 것이다.

&nbsp;&nbsp;With the object of improving the validity of Land Price Fluctuation Rate, the present study developed new land supplementary price indexes in order to correct discrepancy between actual land price and the land price index in the current system of surveying and assessing Land Price Fluctuation Rate. As indexes supplementary to the land price index, we proposed land price index for eup, myeon and dong areas, land price sudden­rise index with adjusted weight regardless of the volume of land trade, and trade frequency index in consideration of the volume of land trade.<BR>&nbsp;&nbsp;According to the result of the simulation of the land price index for eup, myeon and dong areas and supplementary indexes, the land price index for eup, myeon and dong areas, the land price sudden­rise index and the trade frequency index appeared to have a higher discriminating power than the land price index for cities, counties and districts. Utilizing the land price index for eup, myeon and dong areas, the land price sudden­rise index and the trade frequency index, the government can enhance the promptness and accuracy of its policies and increase the rationality and objectivity of various real estate policies.<BR>&nbsp;&nbsp;For the full application of the proposed supplementary indexes, however, it is necessary to execute simulation using more various areas and methods and improve its appropriateness. Thus, the present study made a new proposal of indexes supplementary to the land price change rate, and expects diverse subsequent researches.
