지방교육재정 교부금제도의 형평성 평가

Assessment on the Equity of Local Education Grant System

  이 연구는 배분제도로서 지방교육재정 교부금제도가 형평성의 측면에서 그동안 얼마나 효과적으로 운영되어 왔는가를 평가하는 데 목적이 있다. 연구방법으로는 1987년부터 2006년까지의 20년을 대상으로 하여 법적？제도적 내용에 대한 정성적 분석과 시ㆍ도교육청간 학생 1인당 경상교육비가 수평적 형평성과 수직적 형평성을 실현해 왔는지를 편차계수, 지니계수, 역맥룬지수를 이용한 정량적 분석 두 가지를 병행하였다. 교부금제도의 변천과정과 내용을 분석한 결과, 보통교부금의 기준재정수요액 산정에 적용되는 측정단위가 단순학생수 개념에서 가중학생수 개념으로 발전하였고, 단위비용은 가용재원을 시？도별 학생수로 나눈 시ㆍ도별지수 개념에서 실 소요경비나 학교 표준교육비의 개념으로 발전함으로써 법적ㆍ제도적으로는 ‘필요에 근거한 균등 배분’이라는 형평성의 이념을 실현하고자 노력해 온 것으로 평가되었다. 또한 지난 20년간 시ㆍ도간 가중학생 1인당 경상교육비를 토대로 지니계수와 편차계수를 분석한 결과, 시ㆍ도간 가용재원의 균등 배분정도를 나타내는 수평적ㆍ수직적 형평성은 기본적으로 높은 수준의 형평성을 유지해 오기는 했지만, 납작한 M자형의 변동 주기를 보이면서 형평성을 개선해온 것으로 평가되었다. 하지만 역맥룬지수의 경우 1999년이후 계속하여 증가함으로써 중앙치 이하 시ㆍ도교육청의 형평성은 악화된 것으로 평가되었다.

&nbsp;&nbsp;The purpose of this study is to assess the equity of the Local Education Grant System and find the implications for improving the financial distribution policy. The target of assessment is the longitudinal data for twenty years from 1987 to 2006. The assessments were conducted both by the qualitative analysis based on the legal and institutional contents, and by the quantitative analysis based on the coefficient of variance, Gini coefficient, McLoone index among the 16 local education authorities.<BR>&nbsp;&nbsp;The result of the qualitative analysis was assessed to become the equitable system more and more. Number of students as the distribution standard has been counted by weighted students considering the need of individual contexts. And then, the system has been developed as &quot;distribution system based on need&quot; legally and institutionally. The results of the quantitative analysis are follows: for twenty years, Local Education Grant System totally was assessed to have sustained the high equity. But horizontal and vertical equity have been fluctuated as the flat M style.
