지방자치단체 교육지원사업이 지역균형발전에 미친 효과와 향후 과제 - 경기도 좋은학교 만들기 지원사업을 중심으로

Analysis of the educational Partnership program in Gyeonggi Province: The Good High School Case

&nbsp;&nbsp;국토의 고비용-저효율구조 문제를 해결하기 위한 중앙정부 주도의 국토균형발 전정책과 아울러 장기적으로 지방자치단체가 주축이 되어 지역 불균형을 해소할것이 요청되고 있다. 지방자치단체의 지역균형발전정책으로 각종 물적자원의 개발정책과 같은 하드웨어적 전략과 지역의 우수 인적자원을 유치하는 소프트웨어적 전략이 있다. 지식기반사회에는 인적자원의 확보를 통해 지역의 내발적 발전을 이끌어내는 것이 보다 강력한 수단으로 작용된다.<BR>&nbsp;&nbsp;이러한 의미에서 본 연구에서는 경기도 교육지원사업 중 좋은학교 만들기 지원사업이 지역 고교의 우수인재 유치에 미친 성과를 살펴보았다. 향후 지역균형 발전을 위해 경기도 교육지원사업이 추진해야할 과제로는 교육기획관 임용의 제고, 안정적 재원확보를 위한 제도적 기반 강화, 지역혁신체계(RIS) 구축이 제시되었다.

&nbsp;&nbsp;In a knowledge information based society, human resource development should be one of the most important factors in developing growth potentiality and industrial core competence. Since 2003, Gyeonggi Province, the local government, has developed and supported the educational-supporting program with a cooperation with Gyeonggi Province Office of Education, the local education authority.<BR>&nbsp;&nbsp;In this study, this educational-supporting program, especially for The Good High School Case, is reviewed in terms of the decision-making process, progress, accomplishment and then the proposition for its promotion is suggested as well.<BR>&nbsp;&nbsp;This study proposes, first of all, that the education autonomy system should be implemented and work together with the cooperation of local government by adopting educational coordinator system. Secondly, an ordinance to stabilize the educational-supporting program should include budget, distribution, the regulations. Thirdly, any level of the local government, or residents should have the process and procedures to take part in the decision-making process as a way of dealing with regional factors.
