One of the most important determinants to the future security order in Asia-Pacific in the 21st century is perhaps China-U.S. relations. China already gave the highest priority to its relations with the US with its foreign policy, and the fundamental goal of its American strategy lies with stability and development. Both China and the US perceive Asia-Pacific region as an important ingredient to their national strategic goals. While the US treats the region as a strategic point critical to the maintenance of its hegemony, China emphasizes stability and peace in the region for its socialist modernization programs, and as a regional power, actively pursues to become an economic and military power.<BR> Nevertheless, structural and long-term conflicts stemming from their changing perception of each other over the Cross-strait issues and Missile Defense program still persist in the bilateral relationship. Future bilateral relationship will remain cooperative on issue-by-issue basis as a means to check on each other, although it will not remain totally confrontational or completely cooperative.
