특수교육 교원 중장기 수급 방안

A Mid - to Long-term Scheme of Supply and Demand for Special Education Teachers

  이 연구는 교원 수급에 영향을 미치는 변수들을 고려하여 특수교육 교원 수요를 다양한 측면에서 예측하고, 특수교육 교원 중장기 수급 정책 수립을 위한 기초자료를 제공하는데 그 목적이 있었다. 이를 위해, 법적ㆍ제도적 측면과 특수교육의 실제를 반영한 현실적 측면 두 가지 접근을 시도하고, ① 특수교육기관의 학교과정별 학급당 학생수, ② 특수학교ㆍ학급별 교원배치 기준, ③ 장애인 등에 대한 특수교육법안에 따른 의무교육 시행, ④ 장애인 등에 대한 특수교육법안에 따른 무상교육 시행, ⑤ 특수교육 교사의 주당 수업시수, ⑥ 특수교육지원센터 운영의 여섯 가지 변수들을 선정하여 예측값을 산출하였다. 변수들을 고려한 예측값과 특수교육 교원의 퇴직자수를 반영하여 수요예측값을 제시하였고, 이를 대학과 교육대학원의 특수교육 교원 양성규모, 현재 우리나라 특수교육 교원의 수 등을 고려한 공급예측값과 비교 분석하여 제시하였다. 이 연구의 결과 중 특수교육 실제를 반영한 특수교육 교원 수요예측값과 공급예측값 간의 차이를 나타내는 자료는 특수교육 교원 중장기 수급정책 수립을 위한 기초자료로 활용할 수 있을 것으로 기대된다.

&nbsp;&nbsp;The purpose of this study was to predict the demand for special education teachers considering variables influenced the supply and demand of teachers and to provide the basic data for establishing the plan of supply and demand for special education teachers.<BR>&nbsp;&nbsp;For this, two approach methods was used in aspect of law system and reality to be reflected in special education practices. The six selected variables was as follows: ① the average number of students per classroom in special education school according to the course of school, ② the standard of teachers according to the course of special school and class, ③ the enforcement of the compulsory education according to the law of special education about people with disabilities etc, ④ the enforcement of education for free according to the law of special education about people with disabilities etc, ⑤ the number of classes of special teachers per a week, ⑥ the operation of support center for special education.<BR>&nbsp;&nbsp;It was suggested the predictive value considering six variables and the predictive value of demand reflected the number of retired special education teachers. This results was suggested through the predictive value of supply considering the number of special education teachers graduated university and graduated school for teachers and the present number of special education teachers employed.<BR>&nbsp;&nbsp;In the results of this study, the differences between the predictive value of demand and supply reflected in special education practices was used as basic data for a mid- to long-term scheme of supply and demand for special education teachers.
