This paper represents one of the first pieces of work undertaken as a result of a collaborative agreement between the Zhejiang College of Public Security in Hangzhou, China, and the College of Criminal Justice at Sam Houston State University. The first domain area being subjected to comparative study is Human Trafficking. The study will review demographic data, definitional and legal issues, data availability, and a series of case studies. The intent is to develop a framework for comparative analysis, to produce meaningful material for publication, and the development of coursework at the two Colleges.
