공공기관 경영혁신의 내용과 방향에 관한 탐색적 연구 - 공공기관 혁신사례 분류를 통한

A Exploratory Study on the Contents and Directions of Public Institution Innovation in Participatory Government - focused on the case analysis of public institution innovation -

  공공기관의 사회적 역할과 국민경제에서의 비중을 생각할 때 효율성ㆍ책임성 등을 확보하는 것은 매우 중요하나 공공기관은 재원을 지원받거나 일부 핵심 사업에 대해 독점적 지위를 보장받는 등 치열한 경쟁에 최근까지 노출되지 않았기에 비효율적 경영의 소지가 많았다고 할 수 있다. 따라서 참여정부는 2007년 4월 공공기관의 운영에 관한 법률을 제정ㆍ시행하는 등 공공기관혁신에 박차를 가하고 있다. 이러한 관점에서 본고에서는 참여정부의 공공기관혁신의 추진방향을 살펴보고 기획예산처의 공공기관 혁신 사례방에 제시된 2006년도의 사례 299건을 테마별로 분류하여 이들이 제시하고 있는 내용을 경영혁신의미, 경영혁신기법, 경영혁신평가기준의 관점에서 분석하여 미래의 보다 체계적인 혁신을 위한 탐색적 연구를 하고자 하였다.

&nbsp;&nbsp;Although there have been many studies for business and government innovation, there are few studies for the public institution innovation relatively. Thus this study collect and analyze the public institution innovation cases of Participatory Government<BR>&nbsp;&nbsp;Today, no one needs to be convinced of the importance of innovation-intense competition, along with fast changing markets and technologies, has made sure of that. But Innovation was the specific function of public institutions until 2002.<BR>&nbsp;&nbsp;This is a exploratory study of the public institution innovation, which are analyzed at public institution in Korea 299 cases. Major concerns are: 1)new classification(after Apr. 2007) and innovation direction of public institution 2)case analysis from a point of innovation definition 3)case analysis from a point of innovation method 4)case analysis from a point of innovation evaluation(criteria: ministry of planning and budget)<BR>&nbsp;&nbsp;This study suggest a general direction rather than the detailed insight for the analysis of public institution innovation. And this study have important limitation that is case collection range. Thus further study needs to include the broader case source and analyze individual case in depth.<BR>&nbsp;&nbsp;Purposeful, systematic innovation begin with the analysis of the source of new opportunities. Thus innovators of public institution work out analytically what the innovation has to be to satisfy an opportunities<BR>&nbsp;&nbsp;Participatory government is committed to ensuring the successful implementation of these innovation efforts. The result of these efforts will cumulate in a stronger, more efficient and healthier public institutions.
