국고보조사업의 광역과 기초자치단체간 지방비 부담비율 결정에 관한 연구

A Study on the Share of Local Matching Funds between Upper-tier and Lower-tier Local Governments in the National Disbursement Fund

  이 논문에서는 국고보조사업의 지방비 부담에 있어서 광역과 기초자치단체간 지방비 부담비율 결정의 기준이 되는 기준부담률 제도의 현실적 및 제도적 문제점을 검토한 후 객관적이고 체계적인 기준부담률 설정 방안을 제시하고자 한다. 구체적으로 국고보조사업을 다양한 기준 하에서 유형별로 분류하여 각 사업에 대해 표준화된 점수를 부과하는 한편 기준별로 가중치를 부여함으로써 사업별 기준부담률을 결정하며, 기준부담률 구간별로 사업을 분류한다. 또한 재정력에 따라 차등부담률을 적용하는 방법을 제시함으로써 자치단체의 재정상황에 따라 기준부담률을 탄력적으로 적용할 수 있는 가능성을 살펴본다. 나아가 시산을 통하여 제안된 기준부담률 설정방법과 차등부담률 적용방법을 실제로 적용해본다.

  This purpose of this study is to suggest a systematic method in deciding the share of local matching fund between upper-tier and lower-tier local governments in the national disbursement fund. We propose that the share between upper and lower-tier governments should be decided depending on the characteristics of the projects. We classify current projects under the national disbursement fund by employing the standards such as the spillover effects. the national-wide impotance, the amount. and the authority of the project. Then we categorize the projects depending on the standardized score given to each project. We also suggest a way to assign different shares depending on the fiscal capability of the local governments.
