  This study looks into the current MSW practices of four mid-western cities in the U.S. in order to compare outcomes and suggest how municipalities may deal more effectively with the solid waste problem. The research asks if a pattern is found in the practices. The study compares the MSW service provision in Louisville, Cincinnati, St. Louis and Indianapolis. The results show that practices of the four cities are as different as they are similar. Since local MSW service goals are set based on the federal and state regulations and guidelines, the magnitude of policy variation on the local level is reduced. However, the ultimate responsibility for planning and implementing the MSW system falls upon the hands of local government. As a result, even when the institutional setting is very similar among municipalities, differences in service outcomes exist between municipalities.
