참여정부의 여성정책에 대한 평가 - 정당의 공약에서 정책으로

Public Commitment and Policy on women by the Participatory Government: For Sustainability of the Policies on women

  글에서는 2002년 16대 대선당시 노무현 후보를 내세운 새천년민주당의 여성관련 공약을 분석하고, 집권이후 5년이 되어가는 현재 상황에서 그 이행 정도를 평가하는 작업이 주목적이지만, 이를 위해서 대선 직전의 2000 총선시 여성관련 공약과 대선 당시 해당관련 공약과의 연계성도 비교하게 될 것이다. 이러한 평가 작업을 통해서 이 글은 매니페스토, 여권투표(feminist vote)의 중요성에 대한 인지와 함께, 이를 위한 민주시민교육 그리고 그 모든 것들의 지속을 위한 제도의 확보와 동시에 임박해 있는 17대 대선에서 중요하게 다루어져야 할 여성정책이 무엇인지에 대한 제시를 포함하게 될 것이다. 궁극적으로, 이 글에서 필자의 의도는 여성정책의 지속 가능성을 확보하고자 하는 것이다.

  In this study, I analyse the public commitment of Democratic Party for New Millenium on women in the presidential campaign of 2002. Almost five years has passed since president Roe Moo-hyun got the power in 2002. At this point I will evaluate the degree of implementation of the public commitment presented in the presidential campaign of 2002. In this process, this study will also present the important policy on women for the forthcoming 17th presidential campaign with recognizing the importances of manifesto movement, feminist vote and education for democratic citizens. Ultimately, my intention in this study is to insure the sustainability of the policies on women.
