아파트 재건축사업의 정성적 평가모형에 관한 연구

Qualitative Evaluation Model for Apartment Reconstruction Project

&nbsp;&nbsp;본 연구는 기존의 아파트재건축사업 타당성분석이 사업자체의 재무적 분석에만 한정 되었던 평가를 보다 다양한 방법으로 확장한 정량적 평가모형의 연구를 수행하였다.<BR>&nbsp;&nbsp;이에 따라 재건축사업의 정성적 평가항목을 사업의 추진단계에 따라 결의단계, 시행단계 그리고 완료단계로 나누어 주요 평가항목을 도출하였다. 이상의 정성적 평가항목을 바탕으로 설문조사를 실시하여 각 단계별 항목의 중요도를 산정하였으며 이를 재건축사업의 참여주체로부터 5단계의 평가등급에 적용하여 그 기준을 제시하였고, 각 항목에 대한 지수값과 영향값을 바탕으로 평가등급별 기준 및 점수에 의한 의사결정자의 배점과정을 통하여 최종적인 평가모형을 제안하였다. 또한 본 모형의 응용을 통한 적합성을 검토하기 위하여 기시행된 3가지 사례를 통하여 그 의미를 제시하였다.<BR>&nbsp;&nbsp;본 연구는 기존의 아파트 재건축사업이 자체 수익성분석에만 국한되었던 것에서 보다 다양한 방법론을 통해 의사결정자에게 활용될 수 있음을 제시한 연구라 하겠다.

&nbsp;&nbsp;This study focused on developing a evaluation model for decision making that quantified the qualitative evaluation elements in an attempt to improve the old feasibility study, which only involved financial analysis of an apartment reconstruction project. The major evaluation elements were extracted from the decision, development, and completion stage of such a reconstruction project in terms of evaluation items.<BR>&nbsp;&nbsp;After measuring the importance of those evaluation items from the perspective of participants in a reconstruction project, the results were applied to a five-step evaluation scale to establish evaluation criteria. Then the criteria were applied to three cases that had already been carried out to test the validity of the model.<BR>&nbsp;&nbsp;The study overcame the limitations of the old feasibility study based on financial analysis and succeeded in quantifying the qualitative evaluation elements, thus offering clear feasibility criteria and a systematic and rational decision making method for the decision makers.
