초ㆍ중등교육의 학부모부담경비 적정화 방안

Reasonable Level of Parents" Share in Educational Expenditures of Primary and Secondary Education

&nbsp;&nbsp;이 논문은 초？중등교육의 학부모부담경비의 실태를 살펴보고, 이를 적정화할 수 있는 방안을 모색하는 것을 목적으로 한다. 학부모 부담경비는 학교교육을 위해 필요한 경비 중에서 학부모가 부담하는 경비를 말한다.<BR>&nbsp;&nbsp;교육비특별회계 및 학교회계에서 학부모부담경비의 위치와 현황을 살펴보고, 학부모 부담경비의 문제를 의무교육 무상성의 문제, 지역별 교육비 격차의 문제, 저소득층의 부담 문제, 학교운영지원비의 문제, 학부모부담 과다의 문제 등으로 나누어 살펴 보았다. 이를 토대로 학부모부담 경비의 적정화 방안으로는 학교운영지원비의 위상 정립, 학부모부담 완화를 위한 재원확보, 수익자부담경비의 융통성있는 운영 등을 제시하였다.

&nbsp;&nbsp;The purpose of this article is to discuss the reasonable level of parents&quot; share in educational expenditures of primary and secondary education in Korea.<BR>&nbsp;&nbsp;In order to accomplish the purpose, present conditions and position of parents&quot; share in local educational special accounts and school accounts were analyzed. Based on the analysis of parents&quot; share in educational expenditures, following five problems were derived: gratuitous attendance of compulsory education, regional gap of educational expenditures, over burden of people in the lower brackets of income, supporting fee for school operating, and over burden of parents&quot; share in educational expenditures.<BR>&nbsp;&nbsp;In order to determine reasonable level of parents&quot; share of educational expenditures of primary and secondary education, following suggestions were proposed: establishment of position of the supporting fee for school operating, enlarging educational finance for lightening parents&quot; burden, and elastic management of educational expenditures charged to beneficiaries.
