대학생 학자금 지원정책의 쟁점과 주요국의 최근 동향 분석

An Analysis on Recent Movements of Financial Support System for HE Student in US, UK, and Japan

  이 논문은 대학생 학자금 지원정책의 쟁점을 살펴보고, 대학생 학자금 지원제도가 안정적으로 운영되고 있는 미국, 영국, 일본 3개국의 최근 변화 동향을 분석함으로써 우리나라 제도의 개선에 시사점을 얻는 데 목적이 있다. 연구 결과 우리나라 제도에 주는 시사점은 다음과 같다. 첫째, 학자금 지원의 유형과 관련하여 학자금대출을 확대하되 학생 책임 비용부담을 줄여줄 수 있도록 소득연동 상환형 학자금 대출의 도입 방안을 검토할 필요가 있다. 둘째, 학자금 지원 범위와 관련하여 교육비와 생활비를 함께 지원하는 방안을 강구하되, 정기적인 대학생 사교육비 조사 결과를 토대로 1회 지원 또는 신청 가능 규모를 구체적인 수치로 제공할 필요가 있다. 셋째, 재정 지원 기준과 관련하여 저소득층 학생의 고등교육 기회 확대라는 목적을 유지하되, 보다 효율적인 제도를 운영하기 위해서 교육적 성과에 대한 인센티브를 제공함으로써 책무성을 강화할 필요가 있다. 넷째, 학자금 지원 조직과 관련하여 장기적으로 교육부 산하의 비영리기관으로 독립적인 담당기구를 설립, 운영할 필요가 있다. 다섯째, 학자금 지원을 위한 재원과 관련하여 고등교육 부문에 대한 정부예산의 지원 확대나 채권의 발행뿐만 아니라, 정부재원에서 직접 지원, 정부재원에서 2차 보증, 민간기관의 재원에서 직접 운영, 고등교육기관 자금의 직접 운영 등과 같이 보다 다각적인 재원의 발굴 및 활용 방안을 마련할 필요가 있다.

  The purpose of this study is to investigate the recent movements of Financial Support Systems for HE Student in US, UK, and Japan, and take the suggestions for improvement in korean system. Considering the main issues on designing the system, the suggestions are following; first, student loans should be the main type of financial support, but to decrease the burden of disadvantaged students, it needs to introduce Income-Contingent repayment. second, the range of financial support must include both tuition fee and living costs, and the maximum amount of each cost be publicized as the numerical values by month or year. Third, the standard of financial support must be equity for the potential but disadvantaged students, and conform the accountability of financial investments. Fourth, the status of organization to be responsible for the tasks must be independent institute in terms of both administration and finance. Fifth, financial resources must be varied, such as government fund, bonds, the guarantee of government, direct investment of banking or private fund, and the fund of higher education institute.
