Performance Evaluation System and Performance Management of Educational Finance Programs

  이 논문은 우리나라 교육재정 성과관리의 추진 경과를 살펴보고 진단함으로써 결과중심의 성과관리체제의 한계를 어떻게 극복하며, 향후 정착 과정에서 점검되어야 하는 과제를 도출하는데 목적이 있다. 재정사업 자율평가가 추진되면서 평가 계획 수립 지침이 기획예산처의 주도하에 이루어짐에 따라 교육인적자원부를 포함한 평가대상 부처의 의견이 적극 고려되지 못하고 있다. 성과지표는 양적으로 설정되어 있어 교육 조직 목표 달성과의 연계에서 한계를 갖는다. 또한 성과관리의 과정에서 교육의 특성을 무시한 채 효율성만을 극대화할 수 없으며 성과관리 결과 활용의 효과성 면에서도 성과관리제도의 취지에 부합하기 위해서는 결과지표가 가장 바람직하나 설정이 제한적이라는 점에서 문제가 있다. 현행 성과관리 시스템만으로는 교육재정의 성과를 측정할 수 없는 본질적인 문제를 가지고 있으므로 교육재정 사업 성과관리가 효율성과 효과성을 제고할 수 있도록 하기 위해서는 교육 조직의 문화와 풍토를 고려한 평가 기준 마련 등이 이루어져야 함을 제시하였다.

  This study was reviewed the performance evaluation system and operational method of educational finance programs in order to analyze the problem by relevance, efficiency, and effectiveness. It also aims at suggesting a systematic performance evaluation system to generally and objectively evaluate the performance of the educational finance programs. This study is to develop the practical evaluation system which can be adopted. The evaluation system should be systematized guideline for detailed tasks and the solutions of general process of evaluation including evaluation elements, method, criteria, and so forth. It has to be considered how the input of the programs is related to the output or outcome and how to improve the planning and performance ability of the body through the evaluation of projects regarding the relevance, efficiency, and effectiveness.
