캐나다 퀘벡주 교육과정 개혁 사례 고찰 - 역량기반 (competency-based) 교육과정의 가능성과 한계

Review on Curriculum Reform in the Canadian Province of Quebec: The Possibilities and Limitations of Competency-based Curriculum

  이 글의 직접적인 목적은 캐나다 퀘벡주의 교육과정을 검토하는 데 있다. 퀘벡주는 최근의 교육과정 개혁을 통해 오랫동안 유지해 오던 교육과정을 ‘역량기반’이라는 접근 방식을 사용하여 새롭게 구조화했다. 교육과정에 대한 ‘역량기반 접근’은 학교교육의 궁극적 목적을 지식을 전달하는 관점이 아니라 학생들의 역량 개발에 초점을 두는 것으로, 최근의 사회변화에 맞물려 주목받고 있는 접근이라고 할 수 있다. 그러나 교육과정과 관련하여 역량기반 접근이라는 것이 어떻게 가능하며, 구체적으로 어떠한 모양새를 띨 것인지에 대해서는 그동안 활발한 논의나 탐색이 이루어지지 못했다. 이 점에서 퀘벡주의 역량기반 접근에 의거한 새교육과정은 교육과정에 대한 역량기반 접근의 가능성과 한계를 탐색하는 데 좋은 자료가 될 수 있을 것으로 보인다.

  The major purpose of this study is to explore the possibilities and limitations of competency-based approach by reviewing recently reformed curriculum of Quebec in Canada. Recently, through the curriculum reform, Quebec newly organized the curriculum structure that had been maintained for a long time. The new curriculum is characterized by its competency-based approach. Competency-based approach to curriculum focuses on the development of students" competencies rather than the transmission of knowledge. Because of recent societal changes, competency-based approach has drawn great attentions. However, almost few studies have attempted to address how competency-based approach can be concretely actualized, and how it can be applied to curriculum design. The new curriculum in Quebec could be appropriate for examining the possibilities and limitations of competency-based approach. This study examines the general context of curriculum reform in Quebec, and investigates the characteristics of Quebec competency-based curriculum by analyzing the general and subject curriculum. This study ends with discussion about the possibilities and limitations of competency-based approach in reference to school curriculum.
