외국의 학습도시 지원체제 사례 분석을 통한 평생학습도시 발전 방향에 대한 소고

An analysis on support system of learning cities in abroad

&nbsp;&nbsp;평생학습도시는 전 세계적으로 경제혁신, 사회통합을 통하여 지속가능한 발전을 가져올 수 있는 새로운 지역개발전략으로서 주목받고 있다. 최근에는 그동안의 양적 성장을 토대로 학습도시의 질적 발전을 위한 논의들이 국제기구와 개별 국가들에 의해 진행되고 있다. 이에 본 논문에서는 이미 오래 전부터 학습도시 사업을 추진해온 주요국의 학습도시 지원체제를 분석하여 우리나라의 &quot;평생학습 도시 조성사업’이 보다 체계적, 지속적으로 추진될 수 있도록 지원체제를 혁신하는 데 필요한 시사점을 얻고자 하였다.<BR>&nbsp;&nbsp;이를 위해 최초로 학습도시운동을 시작하여 지난 30여 년 간 가장 활발하게 다양한 형태로 학습도시사업을 진행해오고 있는 일본, 1992년부터 학습도시운동을 시작하여 지자체들의 자발적인 노력을 중심으로 학습도시사업을 추진하고 있는 영국, 그리고 영국의 영향을 받아서 주정부 단위로 학습도시사업을 체계적으로 추진해오고 있는 호주의 사례를 분석하였다. 외국의 사례는 각 국가의 학습도시 추진 기구, 중앙 및 지방 정부의 지원 사업내용과 예산, 유관사업 연계 현황, 도시 간 도시 내 네트워크 현황, 성과분석과 질 관리 평가로 구분하여 분석하였다. 이를 통해 향후 한국의 평생학습도시 지원체제 혁신에 필요한 정책적 시사점을 제시하였다.

&nbsp;&nbsp;This study explores the ways to set up a support system for lifelong learning cities in order to enhance the efficiency of the lifelong learning city project.<BR>&nbsp;&nbsp;For the purpose of this study, the current status of foreign support systems for lifelong learning cities, especially those of Japan, the U.K., and Australia to nurture learning cities were examined. Especially, the current status of the support for learning cities in foreign support systems were analyzed in terms of promotion organizations, support details and budgets, networks and partnerships, and quality control and evaluation. Also, concrete suggestions were made through onsite inspections and case studies based on the types of lifelong learning cities, and the measures to promote the lifelong learning city project in connection with related government projects were explored through the analysis of the current status of the related government projects. Lastly, based on the analyses of the above, the directions and strategies for the construction of a support system were developed.
