  많은 문헌들이 일본의 국내환경정책과 국제환경정책의 불일치에 관해 지적해 왔다. 일본은 국내적으로는 매우 빠른 시기에 산업공해를 감소시키는 등 놀라운 성과를 보였지만 국제환경정책에 있어서는 매우 나쁜 평판을 받아 왔다. 왜 일본은 국내적으로는 매우 효율적인 환경정책을 지속시켜 왔으면서도 국제환경정책에 있어서는 상대적으로 후진적인가? 본 논문은 이 질문에 대답하고자 한다. 특히 본 논문은 이론적으로는 한 나라의 국제환경정책을 환경 수준에서의 세계화(Environmental Globalization)와 그에 대한 대응전략(Coping Strategies) 이라는 틀 속에서 이해하려고 하였다. 구체적인 사례로는 포경에 관한 국제협약, 멸종위기에 놓인 동식물 협약, 그리고 열대우림에 관한 국제협약 등의 세 사례에서 일본의 국제환경정책이 어떠하였는지를 살펴보았다. 본 논문은 이 조약들에서의 일본의 정책은 환경의 세계화에 대한 일본의 대응전략이며, 이 대응전략들은 일본이 가진 자원 및 정책 그리고 문화적 특성에서 기인하였다는 점을 주 발견으로 한다.

  Although much literature on Japan’s environmental performance has emphasized the discrepancy between the country’s remarkable achievement in domestic environmental policy and extremely negative reputation on its international environmental policy in many international environmental conventions, systematic research on Japan’s international environmental policy has been a void of academic interest in the discipline of international relations. This paper attempts to fill this void by examining three cases of international environmental conventions where Japan has participated in-whaling, endangered species and tropical timber. In order to explain why Japan has been less-cooperative in these conventions, this paper develops a framework of environmental globalization and a country’s coping strategy to it. It finds that Japan’s attitude and behavior in international environmental conventions is explained by its coping strategy to environmental globalization in order to maximize benefits and minimize cost. Also it finds that there are some cognitive as well as material factors that aHect a country’s coping strategies, typically in the case of China, the country’s cultural preference.
