부산지역 영화산업 성장에 따른 고용파급효과 분석과 정책과제

The Policy of Film Industry Growth and Employment Effect Analysis in Pusan

  세계 자본주의 통합과 정보화 사회로의 변화는 영화의 상품성을 더욱 증가시켜 영화 및 관련산업의 시장규모가 전세계적으로 수천억불을 넘어서는 것으로 나타나고 있다. 부산지역의 경우 전통적 제조산업은 침체되어 있는 한편 지역 특성에 부합한 특화산업의 활성화에 많은 에너지가 투여되고 있는 실정이다. 특히 부산지역은 수도권을 제외하고는 가장 많은 영화인들이 부산을 찾고 있으며 영화관련 산업도 같은 성장세를 보이고 있다. 본 연구의 一次的인 목적은 이러한 영화산업 성장에 부합한 지역 고용창출의 지속적 효과를 가져 올 수 있는 방안을 모색하고자 하는데 있다. 지금까지 우리 영화산업 정책은 외형적 성장에 치우쳐 내생적인 부문간 동반 성장을 유인할 수 있는 고용창출 및 지속성의 문제를 간과해온 듯한 경향이 짙다. 따라서 본 연구는 먼저 영화산업 활성화가 지역차원의 고용유발효과를 얼마만큼 가져올 수 있는 것인지 등에 대한 체계적인 실증적 분석을 한다. 이러한 실증분석 과정은 산업연관모형의 선택, 고용유발 항목의 선택, 내생외생의 구분, 수요예측 등을 통해 고용유발효과를 도출하게 된다. 아울러 이러한 분석결과를 토대로 동 산업과 관련하여 지역차원의 고용지속성을 유인하기 위한 정책과제와 시사점을 제시하게 된다.

&nbsp;&nbsp;As the integration of world capitalism and information-oriented society advance the market scale of film and related industries has shown up to be more than hundreds of billion in the whole world. While the traditional manufacturing industry is going down in Pusan, much concern has been devoted to the revitalization of regional specialized industries, such as film industry, corresponding to the characteristic of the region.<BR>&nbsp;&nbsp;Exiting Policy of film industry has, however, inclined toward physical growth, reckoning without sustainable growth and durable employment creation. The purpose of this paper is to find the industrial plan having durable effect on regional employment, corresponding to the growth of the film industry. For this purpose this paper analyses how much the revitalization of film industry has brought about the employment creation in regional dimension. Based on this analysis, this paper suggests policy implications to induce durable employment effect in regional dimension.
