노인복지시설 보조금의 지원효과에 관한 연구

A Study on the Effect of the Fundamental Support for Welfare Facilities of the Aged

&nbsp;&nbsp;본 연구는 우리나라의 노인 복지시설 중 무료시설인 양로, 요양 및 전문요양시설을 대상으로 노인복지시설의 보조금이 기관평가 및 거주자 만족도에 미치는 영향을 실증 분석하고, 기관평가 결과와 거주자 만족도 결과와의 상관관계를 비교 분석하여 보조금의 효율적인 지원방안을 연구하기 위한 것이다. 이를 위해 보건복지부의「2006년 사회복지시설평가」를 기초 자료로 사용하였다.<BR>&nbsp;&nbsp;노인복지시설 기관평가 및 거주자 만족도의 구성은 양로시설, 요양시설, 전문요양시설에 공통적으로 관련이 있는 문항으로 조정하여 다중회귀분석을 실시하였다.<BR>&nbsp;&nbsp;노인복지시설에 지급되는 보조금이 기관평가에 미치는 영향을 분석한 결과 시설관리비, 인건비, 서비스비는 기관평가에 유의한 영향을 미치는 것으로 나타났으며, 그 중 종속변수에 대한 영향력을 나타내는 표준회귀계수는 서비스비 변수가 평가결과라는 종속변수에 상대적 중요성을 미치는 것으로 나타났다. 또한 노인복지시설에 지급되는 보조금이 거주자 만족도에 미치는 영향을 분석한 결과는, 노인복지시설의 서비스비 변수만이 거주자 만족도에 유의한 영향을 미치는 것으로 나타났으며, 노인복지시설 기관평가와 거주자가 느끼는 만족도의 상관관계는 서로 유의적인 영향을 미치는 것으로 나타났다.<BR>&nbsp;&nbsp;결론적으로, 기관평가 결과는 노인복지시설 보조금이 대체적으로 유의하게 사용되었다는 것으로 보여주고 있다. 그러나 거주자 만족도 결과에서는 노인복지시설 보조금은 서비스비를 제외한 시설관리비, 인건비가 거주자 만족도에 미치는 효과가 적은 것으로 나타났으며, 따라서 보조금 지급정책에 있어 서비스비 중심의 효율적인 개선이 필요한 것으로 나타났다.

&nbsp;&nbsp;The purpose of this study is: (1) to analyze how the fundamental supports for welfare facilities of the aged, such as non-profit facilities for elderly housing, nursing, and specialized nursing influence on the evaluation of the authorized institutes and the residents&quot; satisfaction. (2) to research the more effective way to support those facilities. Data for this study was collected from the survey data on the evaluation of social welfare facilities in 2006 which were enforced by the Ministry of Health and Welfare in Korea.<BR>&nbsp;&nbsp;As the results based on the statistical analysis, the fundamental supports which are each total cost amount of facility management, labor, and service, influence significantly on the evaluation of the institutes. Moreover, it is clear that the standardized coefficient of the total cost amount of service strongly explains the result of the evaluation through the regression analysis.<BR>&nbsp;&nbsp;Among these fundamental supports, only the total cost amount of service, except for facility management and labor, shows the significant influence on the resident&quot;s satisfaction. In addition, the evaluation of the institutes is significantly related with the resident&quot;s satisfaction.<BR>&nbsp;&nbsp;To conclude, the results on the evaluation of the institutes show that Korean governmental policy on the fundamental supports for silver welfare facilities is generally serviceable. However, the fundamental supports for resident&quot;s satisfaction of welfare facilities of the aged are only effective upon the total cost of service and not facility management or labor.
