1. CONTENTS<BR> (1) RESEARCH OBJECTIVES<BR> This study aimed at finding a scheme necessary for public rental housing based on purchase systems what was widely known as rental housing purchase system for multi-household purchase to serve as a more effective means for residential stability.<BR> (2) RESEARCH METHOD<BR> This study used literature review and related laws were analyzed along with many kinds of statistical data reported by the Korea National Statistical Office, the Ministry of Construction and Transportation, the Korea National Housing Corporation, and the Korea National Institute for Human Settlements.<BR> (3) RESEARCH RESULTS<BR> The supply of public rental housing based on purchase systems has a great advantage that it can serve to supply rental housing at the downtown area at a reasonable price. Considering Korean conditions that housing ownership comprises only 55.6%, it might be inevitable to increase public rental housing based on purchase systems which can supply rental housing at a good location at a more reasonable rent than national rental housing.<BR> 2. RESULTS<BR> This study aimed at finding a scheme necessary for public rental housing based on purchase systems. To do this, it is necessary to diversity sizes of targets for purchase and give priority to flexible supply suitable for local circumstances; second, it is necessary not to limit qualification for residence to the lower-income bracket but expand it to include the populace and the middle class; third, it is necessary to include the Korea Asset Management Corporation as a purchaser in order to diversify purchasers; fourth, it is necessary to use auction and public sale as well as purchase based on agreement or actively use a method of buying unsold housing for purchase systems.
