한국판 ‘북한인권법’의 필요성과 제정 방향

The Need for Korea to Enact the "North Korean Human Rights Act"

  오늘날 북한인권문제는 더 이상 의혹 수준이 아니며, 인류가 시급히 해결해야 할 가장 핵심적인 이슈의 하나이다. 북한인권 개선은 보편적 가치이자 국제평화의 선결조건이다. 또한 자국민, 곧 대한민국 국민의 보호문제이기도 하다. 따라서 우리가 북한인권법을 제정하는 것은 필요하고도 시급한 일이다. 그러나 아직 한국 정부는 대북 포용의 관점에서 북한인권법 제정에 소극적이다. 현재 야당(한나라당)만이 2개의 북한인권법안을 제출해 놓고 있을 뿐이다. 향후 국회는 이 두 개의 법안을 토대로 해서 북한인권 개선을 위한 제도와 기구, 실천적 조치를 담은 좋은 내용의 법안을 마련하여야 할 것이다.

&nbsp;&nbsp;Today, North Korean human rights is not an uncertain suspicion anymore. Obviously, it is one of the most serious issues to be solved immediately with world&quot;s attention in international society. Improving North Korean human rights must be treated as "universal value" in nature. It is the necessary condition for the international peace and security (especially durable peace on the Korean Peninsula). Promotion of North Korean human rights is also related with the protection of nationals under the ROK&quot;s Constitutional Law.<BR>&nbsp;&nbsp;Accordingly, enacting the Korean Version of the North Korean Human Rights Act is both necessary and urgent at this moment. However, the South Korean government has been passive in this issue by uncritically embracing North Korea. Only opposition party(the Grand National Party) has submitted two bills on North Korean Human rights at present. In the near future, the National Assembly of the ROK should make the "North Korean Human Rights Act" based on these two bills which provide for systems and organizations for the promotion of North Korean human rights, including Ambassador for the Improvement of North Korean Human Rights, the so-called “North Korean Human Rights Infringement Record Center”, humanitarian assistance to the DPRK for example, It would be not only a way to secure solid peace and human rights on the Korean Peninsula that the international society wants and but also an obligation for South Korean government to fulfill in the process of national unification.
