외교인적자원관리차원에서 조망한 해외입양아정책과 국제행정

National Adopted Child Policy and International Administrative Policy from the Perspective of Diplomatic Human Resource Management

  이 연구는 그 동안 고아수출이라는 멍에 속에 무시되어 왔던 해외입양아들의 외교적 인적자원으로서의 가치를 조명하여 보고자 하는 목적을 가지고 있다. 이를 위하여 입양의 의미를 살피고, 해외입양의 현황과 문제점을 고찰한 후, 해외입양이 갖는 외교적 의미를 분석하여본다. 해외입양 가정에 대한 실제 참여관찰을 통하여 해외입양의 순기능적 측면을 발견하고 외교자원으로서의 가치를 검증하고 대안을 모색한다. 정책적 대안은 입양아들에 대한 관리, 입양가정에 대한 관리, 입양기관에 대한 관리 등 세 측면에서 제시된다.

  This research has a purpose of evaluating the value of international adopted children as diplomatic human resource management, although government is blamed for the national adopted policy which allows the orphanage export. This research reviews the diplomatic meaning of international adoption, and consider the current situation and problems. Then, the research analyzes the diplomatic significance of international adoption. This research adopts a method of participant observation of one adopted family. In doing so, the research tries to find proper functions of international adoption, and verify diplomatic worth. Finally, the research proposes three aspects of alternative policies.
