Prevention and Measure Theory of Public-officials Offense

&nbsp;&nbsp;Although Korea has achieved rapid economic development and successful democratization after liberation, a variety of contradictions in the society, particularly irregularities and corruption throughout the society caused a general crisis. The corruption deepened a vicious circle of a business-politics relation, speculation and privilege, expansion of unearned income, etc. that have been habituated in the Korean society. Since it can result in deterioration of national competitiveness at last, it is necessary to discuss about elimination of corruption in the perspective of a survival strategy in the 21st century of unlimited competition and an IT society beyond a simple moral problem.<BR>&nbsp;&nbsp;Thus this study suggests how to draw preventive effects while operating actions to prevent public-officials offences structurally before setting direct and progressive actions about corruption of public officials, which is a social phenomenon.<BR>&nbsp;&nbsp;Further, it provides how to prevent public-officials offence by dealing with a system implementation specifically as a post-action for effective prevention of corruption, because the public-officials&quot; offence cannot be solved is only with honesty without institutions about prevention and punishment and it is very important to eliminate the offence as it is deeply rooted in the society and based on incompleteness and greed of human beings.
