국제표준화기구(ISO)의 해사보안규격에 관한 연구

A Study on the Maritime Security by International Organization for Standardization

&nbsp;&nbsp;Security issues are not just important for higher security per se, but also because additional measures may hinder the supply chain and adversely affect the effectiveness of supply chains and ultimately global competitiveness. IMO, WCO and ISO have supported enhancing regulatory coverage of safety and security within the world trading system. In the maritime sector, IMO implemented the new security plans set out in International Ship and Port Facility Security (ISPS) Code, which contained detailed security related requirements for governments, port authorities, and shipping companies together with a series of guidelines to meet these requirements.<BR>&nbsp;&nbsp;And ISO developed the Publicly Available Specification (PAS28000) for a security management standard to improve the security of supply chains. In addition, the United States has actively promoted a series of voluntary trade programs in order to enhance security of trade into U.S. seaports.<BR>&nbsp;&nbsp;This paper concludes that there is a need to examine the goodness-of-fit of these security initiatives against business efficiency and competitiveness, and to consider the training needs for crisis management capabilities that will allow private and public sector groups involved in global trade to effectively mitigate the threat of maritime terrorism and loss of competitiveness.
