국가 물류정책의 성과관리체계 개발에 관한 연구 - 균형성과표 및 계층화분석법을 적용하여

A Study on the Development of Performance Management Scheme in the National Logistics Policy - Using Balanced Scorecard and Analytic Hierarchy Process -

&nbsp;&nbsp;참여정부 출범 이후 정부는 2001년 『국가물류기본계획(2001~2020)』과 2004년 『국가물류개선대책』 등 국가물류체계의 전반적인 구조적 변화를 유도할 수 있는 대형 물류정책들을 추진해 왔다. 하지만 정책의 성과를 효율적으로 평가할 수 있는 성과관리체계가 구축되지 않아 구체적인 추진 실적이 관리되지 않고, 이로 인해 계획의 체계적인 추진이 미진한 상황이다.<BR>&nbsp;&nbsp;본 연구에서는 향후 전 중앙부처를 대상으로 시행될 성과관리제도의 운영에 대비하고, 물류정책 방향 설정, 예산의 효율적인 편성 및 집행을 도모하고자 성과관리체계를 개발하였다. 균형성과표를 이용하여 전략목표, 성과목표, 정책프로그램 등으로 구성된 국가 물류정책의 성과목표체계를 구축하고, 산ㆍ학ㆍ연ㆍ관 소속의 물류 관련 전문가들을 대상으로 한 설문조사 결과를 바탕으로 스윙기법과 평정법을 적용하여 물류정책의 성과지표를 선정하였다. 마지막으로 계층화 분석법을 적용하여 국가물류정책의 성과평가체계를 제시하였다.

&nbsp;&nbsp;The objective of this study is to develop the management scheme to effectively appraise the performance of the national logistics policy. That scheme includes target system, indicators, and evaluation scheme.<BR>&nbsp;&nbsp;This study is organized as follows. Section 2 develops performance target system of the national logistics policy using balanced scorecard. The national logistics policies are divided by the four perspectives such as finance, customer, internal process, and learning and growth. They are constructed the strategic goals, performance goals, and policy programs to the above four perspectives. Section 3 selects the performance indicators and develops the evaluation scheme. First, the existing performance indicators relating to Korean national logistics policy and those of US, Japan, and the Australia are searched. In order to find the performance indices for these strategic goals, performance goals, and policy programs, the preliminary evaluation is carried out. To construct the final performance indicators Swing Weighting Method and Rating Scale Method are used. The final performance evaluation scheme are suggested using the AHP. Some concluding remarks are made in the final section.
