국민연금제도의 소득재분배 효과 - 사업장 가입자 1세대를 중심으로

Redistribution Effect of National Pension on Initial Generation

  본 연구는 국민연금의 소득재분배 효과분석을 통해 국민연금의 사회적 형평성 기여도를 측정하는 데 목적을 두고 국민연금 1세대(사업장가입자)를 대상으로 분석하고 있다. 연구결과에 의하면, 국민연금제도의 Gini계수 개선효과는 약 6%수준인 것으로 나타났다. 또한 소득대체율 20%(40%) 정도 감소에 따라 지니계수 비율은 약 0.8%(1.6%) 증가하였는데, 이는 일정정도의 소득대체율 감소가 국민연금제도의 소득재분배효과를 담보하면서 재정안정화도 도모할 수 있음을 시사하고 있음을 추측하게 한다. 마지막으로 우리나라 공적연금의 소득재분배효과는 OECD 국가와 비교하여 연금급여 측면에서 소득재분배 기능이 약하지 않음을 분석하고 있다.

&nbsp;&nbsp;This paper analyzes how national pension has redistributed social inequality which covers initial employee generation in workplace.<BR>&nbsp;&nbsp;Main results are abstracted as following : First, national pension has improved the income distribution by 6% in Gini coefficient. Second, decrease in replacement rate by 20%(40%) has negative effects on redistribution by 0.8%(1.6%). Finally, redistribution effects of public pension in Korea turns out to be rather stronger than those of OECD Countries.
