A study for systematic management of Seoul Metropolitan Area

&nbsp;&nbsp;Systematic management of Seoul metropolitan area has been actively discussed especially in terms of its necessity. In this regard, this study suggests applicable alternatives systematic management types and their politic implications to systematically manage the area through a phased approach: understanding critical issues concerning &quot;applicability of plans&quot; and developing and evaluating alternatives against the issues.<BR>&nbsp;&nbsp;In the first phase, we studied precedent studies and some publicized issues focused on executability (or applicability). Secondly, we developed three ideas by which each alternative was evaluated; ‘purposiveness (purpose-oriented),’ ‘executability (or applicability)’ and ‘mutual consent.’ Lastly, we evaluated each of alternative plans based on the three ideas through an expert interview.<BR>&nbsp;&nbsp;Issues were largely categorized by: the form or the topology of organization; the role of organization. To address issues concerning the form or the topology, it is highly recommendable to establish in phases a sustainable organization that is in topological terms independent from existing administration but compatible with both of central and local governments. Concerning the role of the organization, the organization should secure high indicativeness in its plans to guarantee the consistency or coherence with other plans and draw a consent among concerned actors on major planning factors (population, housing, employment, environment, transportation, etc) of urban master plan. Additionally, monetary measures - such as fund raising and reinvestment of tax revenues- are important to facilitate the role mentioned above.<BR>&nbsp;&nbsp;In conclusion, we need to found an organization first of all to draw a mutual consent beyond the discussions in order to systematically manage the Seoul metropolitan area. In addition, we should pay our efforts to make the organization to play the pivotal role: drawing a common sense or attitude and mutual consent among actors concerned; harmonizing and managing views of actors and conflicts among them.<BR>&nbsp;&nbsp;We should act upon a &quot;consent after organization&quot; principle in terms of the efficiency, although it is important to publicize the necessity of systematic management system to control Seoul metropolitan area.
