Collaborative Governance System in the Implementation of National Development Project

&nbsp;&nbsp;This study focuses on the lack of social capital to manage and resolve various of public conflicts in Korean society that might be caused by the bureaucratic and authoritative decision-making process of the central government in the implementation of national projects. The purpose of this study is to analyze a system of collaborative governance between central and local governments, which could input interests of local residents and be open to the participation of stakeholders involved in the planning process of national projects. In order to analyze the collaborative governance the case study which is related to the relocation project of Defense Security Command in Gwacheon City, has been carried out. For the analysis of the case study, interaction among the major stakeholders around the conflict and their behavior along its evolution, tracks down the introduction and management of a multy-party forum to find out alternatives to resolve the conflict through dialogue and negotiation, and reviews the legal and institutional system were considered. Although the multy-paty forum does not have legal status and is an ad-hoc entity, the forum could produce creative alternatives around the conflictual project and plays significant role to make the stakeholders reach to the agreement within the forum. Consequently some practical factors that make the project successful by developing the governance system to resolve the conflict are as follows: ⅰ) dialogue and negotiation on rational justification to avoid not-in-my-backyard approach to the project, ⅱ) persuasive and democratic leadership, ⅲ) the development of open and official negotiation institution.<BR>&nbsp;&nbsp;First the development of a governance system should be recognized as an investment, not a cost. Central and local governments may make sure of the procedural validity of projects as much as their legal validity. Second the necessity of rational leadership in the process of building agreement and consensus is required. This study recommends the institutionalization of collaborative governance system that the participation of stakeholders involved in the early stage of planning process. Third, it may be necessary to introduce a multy-party forum as a governance system in a planning process that could enhance the chance of producing effective and successful plan.
