The purpose of this study is to find the methods for efficient foundation of school through the review of the school founding process and the related statutes. The results of this study shows that it is difficult for the school site to be recognized as public facilities. And this study proposes the liaison with urban planning authorities, the consideration on the trend of school space, namely "open-park-complex", and the reduction of cost for school site.
