This study aims to review the purpose of the Teacher Evaluation System in critical analysis and to search for valuable ways of the new system. The results of the study can be described as follows:<BR> The ideological principle for the education reform strongly promoted by the Ministry of Education is based on a kind of neo-liberalism, and the TE has the same educational ideal.<BR> There were various different opinions on the creation of aim of the TE. The Ministry of Education placed a great of weight on the practical use of it as teachers’data of personnel management, while the Korean Teachers & Education Workers Union gave its priority to improvement of teachers’professionalism. Parents and civic groups emphasized its importance on the measurement of teachers’teaching ability and scholars pointed up the harmonious application of its purposes.<BR> What each group and authority insists about the purposes of the TE can be analyzed and inferred like the following.<BR> First, for improvement of teachers’professionalism and realization of normalization in the public education, each school needs to clarify the establishment of its own education aims.<BR> Second, to make the introduction of the TE successful, one of the most important things would be to gain the sympathy from the teachers themselves,<BR> Third, in a way of accepting the TE as a new method of evaluation, it should go side-by-side with the evaluation of principals, assistant principals, teachers, and school corporations.<BR> Finally, it seems clear that the TE may cause some discord among teachers, but it can assure systematically the improvement of teachers’ability and help to increase their competency and image of better teaching.
