Current Situations and Reform Measures for E-Government Legislations in Korea

&nbsp;&nbsp;Which government system of cabinet government system and the presidential government system is appropriate to Korea, and effective for Democracy and political development simply, can not be solved by comparing merits and demerits of two systems. But it can be concluded by considering political party system and election system, local self-government system, and political culture totally.<BR>&nbsp;&nbsp;In this thesis, I treat the reform of government in the point of not only law, but also politics; because the reform of government must be verified by political and actual proof. I propose that military coup and many unstable problems come from the presidential government system. I think cabinet government system is better than the presidential government system in the political, and cultural, economic point. But when cabinet government system is running, our boss-riddenpolitical culture may distort our an ideal.<BR>&nbsp;&nbsp;But this reform is not our ideal purpose. Because all government system start with the premise of representative system, every discussion contains problem of representative system . so government system reform can be meaningless without reforming representative system. To develop korean politics, now We must discuss government system reform, but finally We must discuss the proper relation between representative system and direct Democracy. so through this effort, we can change stationary and formal principle of Sovereignty into active, functional and substantial principle of Sovereignty.
