&nbsp;&nbsp;이 논문에서는 유럽통합이론이 유럽통합과 주권의 관계를 어떻게 파악하고 있는지를 고찰한 다음 프랑스가 유럽통합에 대응하는 방식을 분석하는 것이 목적이다. 유럽통합이론은 크게 유럽이 궁극적으로 초국가적 연방국가를 지향하고 있다는 연방주의, 유럽통합의 과정과 결과는 각국의 정부들이 주도하고 통제하고 있다는 정부간주의 그리고 유럽공동체에는 국가 이외의 초국가적ㆍ국내적인 다양한 행위자들이 참여하고 있다는 다층통치론으로 분류할 수 있다.<BR>&nbsp;&nbsp;프랑스는 일견 대통령과 쟁점에 따라서 정부간주의적 대응과 연방주의적 대응을 오간 것처럼 보인다. 그러나 제5공화국의 성립 이후 프랑스는 국가이익을 보호하고 극대화하는 목표를 변함없이 추구해왔다. 그리고 그 핵심은 드골주의의 전통에 따라 유럽통합을 통해서 프랑스의 ‘독립과 영광’ 즉 주권을 고양한다는 것이다. 다만 프랑스의 핵심적인 이익이 걸린 영역이나 배타적인 주권의 행사가 이미 불가능한 영역에서는 오히려 연방주의적 대응으로 프랑스의 친유럽적 인상을 심어주도록 노력했다. 그러나 통합의 심화로 프랑스에서도 주권에 대한 인식이 변화하고 있고 국가차원의 대응과는 무관하게 디층통치 현상이 나타나고 있다.

&nbsp;&nbsp;The aim of this article is to analyse the French response to the European integration in the light of European integration theories. Theories of European integration can be classified into the supranationalism which put emphasis on the direction of the European integration to an federal state, the intergovernmentalism by which the member states lead and control its courses as well as its outcomes and the multi-level governance theory which argues that divers supranational and subnational actors participate with the states in the decision-making of the European Union.<BR>&nbsp;&nbsp;At a first glance, the France seems to vacillate between a federalist response and a intergovernmentalist one, depending on the issues and presidents of the state. However since the foundation of the fifth Republic, it has consistently pursued the defense and the maximization of its national interests, in the heart of which lies the exaltation of its &quot;independence and grandeur&quot;, namely its sovereignty through the European integration accordingly to the Gaullism. Its occasional federalist appearance results merely from a tactic by which it doesn&quot;t hesitate to transfer the sovereignty in restricted sectors in which it has crucial interests or it is not able to exercise the exclusive sovereignty. However regardless of the state response, the deepening European integration brings about a changing notion of the sovereignty and some phenomena of the multi-level governance in France.
