산업연관표를 이용한 지역축제의 생산유발효과 분석

An Intra Industrial Analysis of Local Festivals

&nbsp;&nbsp;1995년부터 지방자치제가 실시된 후, 각 지방행정부는 재정자립도를 높여 독자적이고 효율성이 높은 정책을 실시하려고 노력하고 있다. 이와 관련되어 지역축제는 그 지역의 문화적 전통성의 보존ㆍ발전 뿐 만아니라 재정확보 수단으로 활발히 이용되고 있다. 본 연구에서는 산업연관표를 사용하여 지역어업축제의 파급효과를 분석하였다. 지역으로는 부산 어업축제의 대표인 가장 붕장어 축제를 선택하였고, 분석에는 전국, 경남권지역 및 일광면 투입계수를 사용하였다. 전국투입계수와 경남권 지역에 대한 생산유발 및 부가가치 유발계수는 한국은행에서 발표한 산업연관표를 사용하였다. 일광면 투입계수는 경남권지역 투입계수를 부분조사법으로 수정하는 방법으로 산정하였고, 이 투입계수로부터 생산유발 및 부가가치유발계수를 산정하여 각 유발효과를 분석하였다.<BR>&nbsp;&nbsp;지역민의 소득변화와 직접관련이 있는 수산물과 음식점의 경우 전국계수를 사용한 경우 지역축제에 의한 생산유발액이 각각 약 4천 3백만 원, 9천8백만 원이였고, 경남권 지역계수를 사용하면 각각 약 4천만 원, 9백 2천만 원으로 조금 낮았으며, 일광지역계수로 산정하면 약 7천 4백만 원, 1억 2백만 원으로 상당히 증가하였다. 부가가치 또한 이에 상응하여 증가한 것으로 나타났다.<BR>&nbsp;&nbsp;지역축제가 지역문화의 전통성을 유지하는 측면에서 뿐만 아니라 지방의 관광자원을 확보하여 지방재정에 재원이 된다는 측면에서도 중요성이 높아가고 있으므로, 지역축제의 생산유발 및 부가가치유발효과를 측정하는 것은 대단히 중요하다고 볼 수 있다. 이러한 분석에는 산업연관표가 기본적인 수단이고, 여기에 추가해야 될 사항들이 많이 존재한다. 소단위 지역의 투입-산출관계를 분석하기 위해서는 설문조사를 행할 수밖에 없는데, 여기에 대한 객관적인 자료를 수집하는 것이 중요하다.

&nbsp;&nbsp;Many local autonomous organizations have held various local festivals as part of a solution to reinvigorate the local economy since the local self-government was embarked upon. Thus this thesis will focus upon how much contribution the fishing industry festivals in Busan, a port city, make to Busan&quot;s local economy.<BR>&nbsp;&nbsp;Of all Busan&quot;s fishing industry festivals, Gi-Jang Conger Eel festival that has taken place for the third time since 2004 has been chosen for this study to look into its contribution to the city&quot;s local economy through the inter industry analysis. Also, data used for analysis is based upon a survey targeting people who have participated in the Gi-Jang Conger Eel festival and the budget/audit statement of the festival committee. Additionally, the expenditure on the part of visitors speculated through the survey and the breakdown of the total expenditure calculated by the committee have been re-itemized, based upon which, an economic ripple effect of the Gi-Jang Conger Eel festival has been analyzed.
