도시철도 표준화 연구개발사업의 경제성 분석

Economic Analysis for Standardization R&D of Urban Rail System

&nbsp;&nbsp;이 연구는 한국철도기술연구원의 위탁을 받아 도시철도 표준화 연구개발사업의 경제성을 평가하고자 시도되었다. 연구의 기간은 2006년 8월부터 12월말까지의 6개월이었으며, 한국철도기술연구원의 담당자들과의 면담을 통하여 수행되었다.<BR>&nbsp;&nbsp;도시철도 표준화 연구개발 사업의 경제성은 연간 약 3,700억원 정도로 추정된다. 부문별로는 7,000량의 차량 잔존가액으로 인하여 차량 부문이 가장 많은 금액을 나타내었다. 이어서 운행시격 단축에 따른 효과로 인하여 신호분야가 큰 금액을 보여주고 있다. 이러한 추정치는 안전성 및 향후의 확장가능성을 고려하면 더욱 늘어날 것으로 전망된다.<BR>&nbsp;&nbsp;이 연구의 시사점은 다음과 같다. 첫째, 도시철도와 같은 막대한 차량과 시설물을 대상으로 표준화 연구개발 사업을 진행하는 경우, 이것은 비용의 관점이 아니라 투자라는 개념으로 접근하여야 한다는 것이다. 둘째, 정량적인 평가보다는 정성적인 관점이 부각될 필요성이 있다. 도시철도 표준화 연구개발 사업을 평가하는데 있어서 비용절감 등도 중요하지만 표준화를 통한 안전사고 예방 등의 관점이 중요하게 다루어져야 한다.

&nbsp;&nbsp;This study is to estimate economic benefits of Standardization R&amp;D of Urban Rail System. Benefit was to be realized through standardization of main areas such as train vehicle, railway, power system, and signal system. To derive and calculate the quantitative benefit, the sources of economic impact was divided into three dimensions -operational cost savings, import substitution, and safety effects. Economic effect of the standardization was categorized based on a modified BSC model. Economic benefits from time and labor savings are converted into cost savings. Import substitution and investment multiplier effect have a positive impact in addition to cost savings. The estimation of the standardization R&amp;D of Urban Rail System was conservatively estimated 370 billion Won. Cost effectiveness of standardized safety system was conservatively translated into economic benefit in this analysis. This study provides a practical guide to economic evaluation of the various railway R&amp;D projects.
