&nbsp;&nbsp;In general, the public construction projects often start without full consideration of project feasibility, because of a demonstration effect and political intention. This brings the insufficient budget and delayed schedule to the projects and cause problems at the project execution and cause the contracts&quot; financial deficiency<BR>&nbsp;&nbsp;According to the recent reports, because of a budget deficit, about 47.4% of SOC projects face the problems of project progress, and more than 60% of projects delay the schedule. It is known that budget deficit and schedule delay cause the contracts&quot; financial difficulties, poor quality, safety problems and construction cost escalation.<BR>&nbsp;&nbsp;The cause of these problems is from embarking on the public construction project without systematic and precise plan, not processing sufficient preparation of the budget, and with political purpose and rough-and-ready planning. Actually in the public construction projects, these kinds of reasons lead to the many kinds of bottlenecks such as a falling-off in quality of the facilities, making the construction company&quot;s financial status worse, and national budget wastes.<BR>&nbsp;&nbsp;This research tried to deduce and analyze the bottlenecks in public construction projects which obstruct the healthy growth of the construction companies and make up the impurity construction environment, in order to provide the basis of the development of public construction environment and system. As a part of the effort, this research intended to deduce the various bottlenecks appearing during executing the public construction projects, evaluating the weight of each bottlenecks, and disclose which bottlenecks have to be improved. From this research, we hope that we can take the conclusion of the basis of establishing the strategy for improving the public construction environment.
