&nbsp;&nbsp;This study is on the methods of increasing the industrial safety effects in order to protect construction workers&quot; life and health and to minimize construction industry&quot;s economic cost. Because the number of the dead was 632 people, the direct or indirect economic cost was about 4 trillion won, and the lost working days were about 18 million days.<BR>&nbsp;&nbsp;Through this study, I emphasize the absurdness of our industrial safety institutions separated from the actual situation, and from these points try to induce some improvement methods. In short, our industrial safety institutions are focused on the stable regular workers and fixed companies, but on the real construction sites there are unstable irregular workers, unfixed sites, and various multiple actors. So, I approach through two directions.<BR>&nbsp;&nbsp;From the point view of various multiple actors, one is sharing the responsibilities according to the various multiple actors&quot; roles. That is, in order to increase the industrial safety effects, owners, designers, supervisors, contracts, subcontracts, and workers should share the responsibilities according to their roles. I suggest that in the stage of pre-construction work owners should reflect safety factors on the design and response the industrial accidents with contractors in case of too low contract price. And owners should protect the industrial safety cost nevertheless too low contract price. By these actions, I would like to make the better environments for industrial safety in the stage of construction work.<BR>&nbsp;&nbsp;In the stage of construction work, as the method of decreasing the unreported industrial accidents and increasing the (sub)contractors&quot; attention for industrial accidents, I suggest that the industrial accidents under or equal 4 weeks should be excluded from the industrial accident rate of PQ. And contractors related the industrial accident rate of PQ should be enlarged. Besides subcontractors should be newly related the industrial accident rate of PQ.<BR>&nbsp;&nbsp;And in order to increase workers&quot; attention for industrial accidents, I suggest that their industrial accident compensation should be reduced according to their intentional or critical mistakes. But this method should be acted after the other industrial safety environments will be established.<BR>&nbsp;&nbsp;The other is the industrial level approaching from the view point of the unstable irregular workers and unfixed sites. Because under current institutions in big size construction sites workers are able to receive industrial safety factors repeatedly, but in small size construction sites workers are not able to receive any industrial safety factors at all. So I suggest that at the industrial level the basis industrial safety training, the health examination, and common safety protection devices should be supplied.
