In the past, the Korean economy has grown quickly because of construction industry. The social overhead capital made economy grow to a high degree. The homebuilding and the hiring unemployed manpower contributed to the people"s great living level and the steady emploment.<BR> In the latter half of the 1970s, the construction industry found a larger market abroad and helped national economic crisis. In the 2000s, the scale of the Korean constructional market is ranked in the 10th position and Korea is the 10th biggest overseas establishment exporting country.<BR> Noh"s government"s construction policy is developed and more efficient but set much value upon equty. The reason why korean construction industry is insufficiently competitive is that overall transaction costs are relatively higher than advanced contries. Higher transaction costs are due to inefficient institutions. The institutions decide if the perfomance of a nation will be outstanding or not. If a industry has a higher transaction costs, it can not do well in the future.<BR> Government officials provides bidders with game"s rules and bidders try to get the highest benefits. It is not important to improve bidders morality but to have them compete with each other in fair game"s rules. It makes society better off.<BR> Donot England or U.S.A have interest groups? No. But relatively their transaction costs of construction industry are not higher than those of other countries. Tony Blair and Bill Clinton brought up institutional reform like deregulation, privatization, best value, government reengineering and so on. They demand the accomodation of interest groups and let them have the results of institutional improvemnets.<BR> Policy makers have to make construction industry competitive, lower higher transaction costs and make old institutions global standards. Of course, to make these things happen, all people concerned with construction industry ought to take part in this procedure and live up to action.
